The article undertakes a multifaceted analysis of the evolution of social and political structures leading to the emergence of the state as the highest form of socio‑political organization in human history. Using as a starting point a simplified yet historiographically grounded model of the sequential development of human communities – covering the transition from the individual through the tribe, the people, the state, culture, and civilization as the highest stage of societal development – the authors examine the mechanisms, driving forces, and conditioning factors behind each phase of this process from a comparative and interdisciplinary perspective. Particular attention is devoted to the role of the agricultural revolution as a structure‑forming factor, the significance of geographical location as a determinant of state‑building potential, and the contested issue of chronological primacy in the formation of social structures. This is addressed through a critical stance toward Migalski’s interpretation, arguing instead for the primacy of collective identity as a prerequisite for the emergence of the nation. The article further highlights the crucial role of national consciousness and leadership authority as factors determining the effectiveness of state governance both in peacetime and in crisis conditions, within the context of contemporary geopolitical challenges. The considerations presented constitute the first part of a research cycle devoted to the multidimensional issues of state governance in the 21st century.
